Yes. It wasn't in the base distribution, so it must have been in one of
the other repos. Maybe a quick look here will help:

Your link looked for gtk-engine and several packages are found.
Unfortunately, it doesn't find the wanted package which is
gtk-qt-engine.

Not that it helps you, but on Mandriva it is one of the contrib files in
the distro. That suggests that they consider it of secondary importance,
and I guess SUSE does as well. It may be in some secondary source
location ( the wquivalent of the mandriva contrib). If necessary you
could get the source rpm from Mandriva and try compiling it.
