I recently acquired some milsurp target ammo of Russian manufacture
for the M1895 Nagant revolver. (7.62 X 38R) This milsurp ammo is the
kind that comes in the yellow boxes with Russian writing printed on
them and containing 40 cartridges each. The boxes also have a bullseye
type target printed on them and also a logo having a strange symbol and
the characters CCCP printed inside of a five sided figure having curved
sides. The cartridges are loaded with wadcutter bullets stuck quite a
ways down inside the long cartridge case and on top of a light powder
charge.
Upon firing this stuff I found that the recoil was very light
and the group pattern was very high and way spread out. I did not
experience any misfires or hangfires with this ammo.
I was surprised to find that the Russian milsurp special target
ammo was considerably less accurate for me than the full power M1985
Nagant revolver ammo manufactured by Fiocchi. At 25 yards the Fiocchi
ammo shoots perfectly acceptable tight groups for me and centered just
slightly above point of aim.
I am supposing that the reason why the milsurp target ammo is so much
less accurate than the full power Fiocchi ammo is that the bullets in
the target ammo when fired have to jump quite a distance before they
start to engage the rifling in the barrel. The Fiocchi ammo has round
nose bullets and the bullets are set just a tiny ways below the level
of the cartridge neck. Also I am supposing that the reason why the
milsurp target ammo shoots so high is that it is loaded for a relatively
low velocity and the bullet stays in the barrel a lot longer while it
is recoiling upwards upon firing.
Concurrences and disagreements with what I am supposing are welcome.

You made just one small error. This is not surplus military
ammunition. It is civillian ammunition.

I didn't know the Russians made any ammo intended for other than
military and police use during the Soviet era. I know the ammo that
I described was manufactured during the Soviet era because the
characters "CCCP" are printed on the box. I wonder why the Russians
are not currently producing for the civilan market any ammo for the
M1895 Nagant revolver. I know that in terms of price the Russians
are doing quite well in competing with ammo manufacturers of other
countries. Ammo of Russian manufacture intended for the civilian
market is selling very well in the US.

1. The ammo might have been given low priority, as civilian production
when a lot of the emphasis was put on military ammo.
2. It might be way underpowered because the guns were considered so
old. Not saying yours is in bad condition, but that joe commisar might
have figured some would be, and downloaded the rounds accordingly.

I got a picture from the SOG's website and run it by some shooters in
Russia. They say that the ammo designation is: 7.62 CP (you can see
in on the crate, top left corner) is 7.62 for Sport, for Revolver. The
reason that this is civillian ammo is that there used to be
International and Olympic competitions for revolvers in military/police
catriges. For example, for competition in Venezuala, in 1954, Soviets
bought S&W revolvers. The international competitions are still around,
but the Olympic disciplines are gone today, probably been gone for
about thirty years. All we get now is silly 22LR stuff :-(
The same applies to rifle ammuntion as well. There is Soviet/now
Russian ammuntion called Extra (for Mosin rifles) that is made in small
lots. It is very good, in its class, it is match ammunition.
