A Question About Umpire Training & Testing...

There is a debate underway about how to train umpires in Major League
baseball (see: http://www.nytimes.com/2009/10/18/opinion/18vincent.html?ref=opinion).

This got me thinking about Cricket. I know that umpires need to
demonstrate proficiency in their grasp of rules of the game before
they stand in a Test. This is akin to a certification - right?

Are there training programs for umpires? More specifically, are they
tested on things other than their understanding of rules? For
instance, on observation, sharpness of sight, hearing, multitasking
etc.? I guess I am making the distinction here between knowledge
(understanding of rules) and skill (sight, powers of observation,
ability to concentrate etc., perhaps 'skill' is not the right word for
these abilities). Something like the written and road tests for
drivers or the combination of exams based on theory, lab work and
residency that surgeons undergo.

My apologies if this question has been asked and answered earlier in
this NG.
