First it needs the velocity to expand.....then we can all worry about
whether or not it did it enough.

If you are referring to the Speer product, it is the bullets
themselves that are different. If you will look at Speer's table of
bullets as reloading components, you will find some are designated as
short barrel versions. See

and compare product 4482 to product 4483
Conversely, if you compare the ballistics at
http://www.speer-ammo.com/ballistics/ammo.aspx
you will see that the short barrel versions of the same loads produce
lower velocities, such as 1150fps vs 1220fps for the 9mm 124gr +P.
