Jim you are correct but ONLY if the long gun purchase out of state was
an FFL transaction. You can NOT purchase a long gun if you are out of
state from a private individual in that state unless there is an FFL
transfer on that end. What you do when you get home depends on the
laws on your state as to whether it has to be reported or not.
Under Federal law you certainly can NOT buy a long gun from a private
individual in another state and simply bring it back to your home
state.

Yes, I was working under the assumption that an FFL dealer was involved in
the non-residential state.
"A person may only acquire a firearm within the person's own State, except
that he or she may purchase or otherwise acquire a rifle or shotgun, in
person, at a licensee's premises in any State, provided the sale complies
with State laws applicable in the State of sale and the State where the
purchaser resides. A person may borrow or rent a firearm in any State for
temporary use for lawful sporting purposes.
[18 U.S.C. 922(a)(3) and (5), 922(b)(3), 27 CFR 478.29 and 478.30]"
Natman was making the assertion that an FFL in the state of residence had to
be involved, which is what was in error.

I'll quote ATF again:
"A person not licensed under the GCA and not prohibited from acquiring
firearms may purchase a firearm from an out-of-State source and obtain
the firearm IF AN ARRANGEMENT IS MADE WITH A LICENSED DEALER IN THE
PURCHASER'S STATE OF RESIDENCE FOR THE PURCHASER TO OBTAIN THE FIREARM
FROM THE DEALER."
You may be thinking of the provision whereby you can go to another
state, buy a long gun (only) and have the transaction processed by an
FFL in the other state. This is dependent on the transaction being
legal in BOTH states and many FFLs won't do one, since it requires
familiarity with the laws of both states.
However, that is not the scenario originally suggested.
I've shown you ATF's citations to support my position. If you can
show citations to show yours I'd certainly be interested in seeing
them.

That a FFL transfer in the state of residence is always required.
