Just grind up some PVC pipe.

nope... PVC pipe is full of fillers. PVC (the chemical) is pure plastic.

Now I thought PVC plastisol was commonly used among professional and amateur
pyrotechnicians.
I would think there would be quite a few sources of plasticized PVC commonly
used for extruded heat formed PVC plastic that would be great for pyro
applications.
Add your compositions to the plastcized PVC mix. It pours like thin syrup
into a casting tubes.
Use a lubed Delrin spindle or manderal, then just heat the composition to
325 degF until fused (about 30 second to 20 minutes depending on the size),
remove from the oven, cool and its ready to use.
