What IS this song?!...

It's been bugging me for a while, you wouldn't believe the Google
combinations I've tried, lol!

It sounds like something the good Dr. would play (and possibly where I
heard it in the past). It's old, it was probably in the 70s when I
first heard it, but it sounds like it is much older than that.

They used it in a series of PSAs for the MS Dept. of Transportation
which can be viewed here:

Under TV Spots, the one called "Tow Truck" opens with the song. The
others spots have it but some start with other songs/sounds.
