The knot looks like a "reef knot". It's merely decorative, isn't it?
I'm thinking it's a one-off presentation case for a retiring seaman.
the interior ribbon would nicely hold a photo or plaque.
Or some kind of scout project.

I agree that the knot is decorative, I think the case was most likely used
to hold cigars, the ribbon could be used to lift out cigars in the bottom
row.
