Both were release... I believe an official release of the slowed only
came out in 2005 (SoSouth confirms with 8/15/2005,) Screwed and
Chopped by DJ Sam Whips (that's what the back cover says.) Wikipedia
gives the release of the Reg version as June 17, 1997
C&S:

Reg:

The C&S is a bit slopped up... not a great mix... but the album is
good enough that it doesn't matter that much. Still, since Screw used
almost every track on some mix or another - maybe someone should try
to make a definitive DJ SCREW mix. |

That's what I thought. I'll check out the slowed one.

Any idea which regular artist album was the first to be S&C-ed?
(Bootleg or official.)
As far as nationally released AND official, I'll go with it maybe
being one of the first two I ever saw, which was Space Age 4-Eva and
Best of Breed.

Did Screw S&C entire albums or did he stick to mixes?

Mostly albums. I think the first SCREWED song appeared on the first
ESG LP - which had a DJ Screw version of "Swanging and Bangin" in
1994. As far as bootlegs... they were floating aeround as early as
that... The first SCREWED lp I know of is disc 2 of POWER MOVES by
South Park Mexican in 1998 - disc 2 is the DJ SCREW SCREWED UP MIX -
which is not chopped, just slowed up. |

Interesting. But they can't possibly outnumber his mixtapes,
can they?
