I wonder how a tank shifter and foot clutch make the cop bike "a
pleasure to drive"?
I didn't know they had foot clutches as late as '71.

They didn't. The set up is available through aftermarket.

IIRC, cycle mags of years gone by had ads for kits for changing over
from foot to hand clutch, which I could understand. But why, except
