If .25-06 is necked down from 30.06, is there a similar cartridge on
the market that is necked down using .308 brass to .25 calibre?

Possibly...somewhere.
There is the 7mm-'08, a dandy little round.

It's a nice cartridge but the bullet is .284" diameter, not 25 caliber.
The 25-08 is practical and an easy wildcat to make. It's surprising
it's not more popular. Maybe that's because the 6mm Rem, 243 Win, and
260 Rem have such great bullets available in factory cartridges.

The 257 Roberts uses a .257" bullet in a 250 bore with a short action
overall length (2.825" SAAMI) but like the 6mm Rem it's case is too
long to make from 308 Win brass. Still it's probably what you want
unless you enjoy making a custom wildcat. 257 Roberts is a commercial
cartridge and factory brass is available.

Basically, what the guy wants is the .250 Savage .308/7.62 was
derived from the .300 Savage, the .300 Savage is just the .250-3000
necked up. Full circle. And like you say, that market niche is more
than full now.

No, But the .257 Roberts (7x57, necked down to .25) fills that nitch.
Case capacity is just a tad larger.
