chosen at random from the list of registered voters in
that state or district. It would be like jury duty,
except it would be Congress duty, or legislature duty,
or whatever.

Stupid idea.

It sounds like your biggest problem is with the Senate's rules. Complain
to your State's Senators and get them to change the rules.

I'm not complaining at all. I'm merely making the point that
the GOP has chosen this route. That's their right. It just
comes with certain consequences. That's all.

What are the consequenses of changing the locks on the doors of the
committee rooms by the Democrats just to avoid a motion by the
Republicans?

Looking and acting silly, childish and petty come to mind.
