"As far as I remember it consisted of a 'ribbon' (forgive me for not using
correct heraldry terms) in which the motto appears, with a full-length arm
rising from it, the hand clutching a spear or javelin."
This was how a personalised envelope, circa 1880, was described. The motto
was "Je suis pret".
Several families are associated with that motto, but I have found none who
used it with that design. Can anyone else?

No luck I'm afraid. Fraser immediatly springs to mind, but of course
the crest is wrong, ditto the Earl of Farnham (Maxwell). Is there a
possibilty that the envelope came from an organisation as opposed to
an individual?
There isn't a postmark is there? It may offer some clues.
BTW 'Scroll' may be better than 'ribbon'. :)
