Seemingly, a nasty bunch. It wouldn't come as a surprise if Short or
his pals were connected with APF. I'm amazed that they managed to
obtain a licence to run a prison; they look like the sort who will end
up as their own customers!

Well, from what we know about American uses of heraldic images,
throughout our glorious history of Heraldic images, that we of course
invented, these "arms" then are perfectly legitimate. Very well
displayed and correct to nth degree. Probably granted by a sovereign
office tucked up somewhere in official Washington D.C where they
handle these types of offical things - officially, at no extra
additional cost to the grantee.
