I have a few original Disney production cells from "Lady & The Tramp"
that I would consider selling. The problem is that Ebay doesn't seem to
have a very active market these days, and I cannot locate other avenues
of sale that show any promise. Even the newsgroup alt.arts.marketplace
has almost nothing in cells or Disneyana.
Is it just the current poor economic climate, or is there little market
for cells these days?

I would have to say it is the current Economic situation.

You might try a professional animation art auction house, and they can
also advise you of recent sales results. Try www.srlabs.com for Ron
Stark, one of the better animation art experts.
