I am a beginner at shooting. I have shot all gauge shotguns & .22's
but that's about it. I would like some suggestions on what rifle to
look for but I have a couple of requirements.
- I would like to use it for target shooting AND home defense
(oxymoron so maybe a small rifle)
- A slightly larger caliber than a .22
- Less than $400
Suggestions?

For defending a home you need a semi- auto - but for $400 you won't
find one that is any good at target work. Plinking, yes.
You have two conflicting requirements. Either you mis-stated what you
want, or you need to spend more, or you need two guns.
If it were me, I would just raise my price and look for a used Flat
Top AR15 carbine with a heavy barrel and open iron sights. That would
be handy enough for use at home, and accurate enough for target work.
Then I could add optics later as needed.
OR.... how about building an inexpensive AR to your own specs, from
basic parts? You can upgrade as your skills and needs change. There
are lots of aftermarket sources, and gunshow vendors.
OR you can buy a very nice used, rebuilt AR rifle for $600 here:

One of the most interesting shotguns for home defense would be the Saiga
It's a fairly compact, magazine-fed semi-auto, based on the AK action.
Which means that it would be perfect for home defense.

Or both? Except that, for some reason, the latter seem to be going for
close to a grand apiece...when you can find one. I don't think SKSs are
quite there yet (but they ain't sixty bucks anymore, either).

There are plenty of rifles, but at $400 your looking at a used rather
than new gun. For about $300-600 you find anything from a Pump action
Taurus Thunderbolt in .357 mag, or 45 colt to something like a Beretta
Cx4 Storm autoloader in 9mm, 40s&W, or 45 ACP. A .30 Carbine is my
choice but Your price is under 400. You can find many a SKS for that
price but The .30 russian is a bit overpowered for the job.

Because of over-penetration, a rifle is not a good choice for home defense.
A shotgun (with shot loads) is best, a handgun second, with a rifle third
IMO.

for home defense i recommend taurus judge loaded with 410s point and
fire can hardly miss

B: NOT accurate at more than 15 yards

Stooopid me would think long and twelve gauge. You also did not tell us if
the other folks in the househould would be using same FIREARM. (They
should be able to use it too)
