These are white rather than yellow and are boxer primed. Looking at the
bottom of the case it is marked 43 at six o'clock and E at ten o'clock and C
at 2 o'clock. Never saw anything like them before.

Take a magnet to them, they're probably US WWII plated steel cases
made to conserve copper. I've got some of these somewhere, they've got
the Frankford Arsenal primer pocket, which is .204" instead of .210".
So large primers WON'T fit without crunching. Made by the millions
but seldom seen these days, most were shot off. I don't remember off
hand what ammo plant was "EC", but I'm sure someone will weigh in.
The plating was either cadmium or zinc to prevent rust, don't remember
which these days. Loaded US steel case ammo is worth something to
military collectors these days, not sure about empties, though. Also
in .30 carbine, I've got some of those empties, too.

Check and see if they are magnetic, they sound like WW II steel cased ammo.

The 1943 pennies were also steel (galvanized). Americans would never accept
anything so cheesy as a zinc penny.

Darn things had staying power too: Despite efforts to take them out of
circulation, poor public acceptance, and coins disappearing into
collections, it wasn't all that unusual to find a rusty old penny in your
pocket change well into the '70s and even early '80s.

They were steel with a coating of zinc. Look here for how much copper was
saved for the shells used in WW2.
