I have a friend who's dad passed away in NY. His sister is holding the guns
there (she is an LEO). We live in NC, and he was asking how to LEAGALY get
the guns. Who does he have to call, NY State, the BATF? In NC you don't need
to have a permit to own handguns. You need a permit to carry, and to
purchase (if you don't have a CCW).
Just looking for some advice not FLAMES.

I wouldn't trust the police or sheriff department to give me the correct
information. This is not a jurisdictional question; it's taking place
between two states.

Not knowing the New York state of things, I would think it is a safety
mechanism to go through FFL's.

I believe it is a federal law or at least a postal regulation, unless the
handgun is being shipped back to the maker or gunsmith for repair. Handguns
have to go from FFL to FFL in the postal service, long guns can go from
individual to FFL.

As a refugee from the People's Democratic Republic of New York, I can tell
you there are plenty of bureaucrats sitting around doing nothing, waiting
for some poor sucker to come into their office so they can micro manage
their lives and tell them what to do. If you contact any NY authorities on
the local or state level, you will 99% of the time get an answer that is
WRONG, and goes AGAINST you. They will suck you right in, and look for ways
to separate you from your money to keep the bloated, largest in the nation,
government funded. They won't look for reasons to help you, they will look
for ways to screw you because government in New York, like that in the
Soviet Union, is to give the friends, and relatives of party officials jobs,
not to provide services.

These clowns need to go back and revise their laws. Under this trash a
gunsmith would have to get a permit to work on the gun, as well as FFL's to
receive a gun.

Totally agree here. Whenever possible I'll have a shipper ship via
USPS to my FFL. For my C&R purchases, I've rarely found dealers that
will ship them via USPS (maybe there's a law there), though I greatly
prefer it. Main reason is just the headaches I've had with UPS.

For one, since I'm never at home to receive a shipment (they deliver
when most people are at work), and they can't just leave a gun on the
doorstep, then I have to pick the thing up from their office. Thing
is, they're only open during normal business hours (when I, like most
people, am at WORK), and hold no Saturday hours. So, essentially I
have to take time off from work to go get them. Would it really kill
them to open the office for 2-3 hours on a Saturday morning so people
can take care of stuff then? USPS does it. Fedex does it. UPS has
to be a pain in this regard though.

Also, they returned several hundred dollars of airbrush equipment I
ordered once. Again, they wouldn't deliver at my home, but since it
was just airbrush stuff I figured I'd call and have them reroute it to
work (my boss doesn't care - she has actually said she doesn't care if
I had my guns shipped there as long as I didn't take them out the box
at work, but I'm still not comfortable with that Smile). The idiots at
UPS brought the package by at 7:00pm when only the security guard was
still there. He (rightly so) told them that he was just the guard and
couldn't accept a package, so they marked it as refused and shipped it
back to the vendor Sad.

It's a real shame that you often can't simply refuse to do business
with a shipping company without cutting off a lot of potential
merchants, but I avoid them whenever I have the option to.

USPS has lost two mail items of mine,one $80 set of SDRAM bought off
Ebay(Priority Mail with "tracking number"),and one month's electric bill
for which I was charged a late fee.

The Postmaster said I could be trying to scam them on the missing SDRAM;
I live in an apartment,and my mail gets delivered to a box in a kiosk,and
there are large boxes for mail that doesn't fit into my personal mailbox.
I had checked the package's progress online,and went to the mailroom within
hours of it's "delivery".

Lesson learned;

DONT trust USPS.
