Good morning,
Never bought the stuff so I've got no idea what to look for except
what is advertise on TT dealers web site.
I would like if it would come in a can with a brush.
Any advice or suggestions

Get some Best Test white rubber cement. Maybe also get some Bestine
rubber cement thinner to help thin it a little, though a new can of the
cement won't really need it. Its solvent (heptane) may be TT legal.

It's available in arts and crafts stores like Michaels.

Ross and Elmers rubber cement from office supply stores and supermarkets
also works, but their solvent is not TT legal.

Thank you for your help. You help me twice in less then a week
I went to Best Test web site

They have 3 glues: Paper, One Coat and Economy
Which one are you talking about?

I was lucky I was able to find the glue today.
I got 118ml container to start with a brush.
Do I put glue on the blade only and wait for it to dry and then put
the rubber on it (after this I would cut the rubber to size with a
very sharp blade) or do I put glue on both the paddle and the rubber
and wait for it to dry and then stick it together?

what to do what to do?

Put it on both the blade and the paddle at the same time.

I've usually read that the glue is supposed to dry before the surfaces are put
together, but I always put them together while there are still a couple little
wet spots.

Cut the rubber with sissors after you've rolled it over well with something
that resembles a thick steal pipe.

I think there are a couple websites with better instructions than this.
