Anyone know what bird uses twigs/sticks to build nest in a Eastern
Bluebird nest box? I first thought someone playing a practical joke,
but saw a small bird (smaller than HOSP) leaving the bluebird nestbox
today.
I found about 10-12 4-5" long twigs/sticks in the nestbox.

Appreciate any help

House wren for sure. They effectively plug up a nest box for other species
even if they don't end up using it themselves.
