There could be several reasons:
Vista eats much amount of graphical stuff from your processor and VGA
card, especially when Aero is active. Also there may be extra security
checks applied on Vista that causes a bottleneck in Vista when
compared to XP.

I found that when I turned offf Aero in Vista the OS was actually slower.
I have never been more sorry about switching to a new OS than with Vista.
That being said I have several apps that show lots of graphics stored in
files and I don't find them to run slower than XP.
