What tool options would the cognoscenti suggest for a UI design
incorporating a QVGA touchscreen?
Needs to have buttons, dynamic and static content etc., probably not
animation or video. Probably ARM based, but could be PIC32 or
something else.

If you are talking software, I have had good results with the Micrium/Segger
uC/GUI. I have used it on touchscreen projects a few times, all on ARMs,
both 7's and 9's. I haven't used a PIC32 for anything yet.

Renesas offers a software and hardware solution for QVGA TFT panels.

The software API is basic, but meets your requirments, and is free. Chip
count and price is low compared to other options.
