What you want is the Web-fonts capability that is in CSS3. Some
browsers don't have CSS3 capabilities because the specification is still
in flux (especially for Web-fonts).
I would strongly recommend against using any Black Letter font (the
category in which Old English Text, English Gothic, Wedding Text,
Berliner, Black Forest, and similar fonts fall). These fonts reduce
readability and are really suitable only for titles.
In the meantime, a recent survey (10 October 2009,
<http://www.codestyle.org/css/font-family/index.shtml>) indicates that
less than half of PCs, less than 1% of Macs, and less than 10% of UNIX
systems have Old English Text. Since Black Letter fonts are similar to
each other, I only have Wedding Text "installed", with five others
archived for quick installation.
Also, don't use Flash. I could not increase the font size to make the
page readable for my own aging eyes. For any visitors to your page who
still use a dial-up Internet connection, Flash significantly delays the
display of your page.

Agreed.

Not agreed.
"Html text" is not exactly the most legible choice although the default fonts often have screen optimized hinting. I have seen badly designed virtually illegible pages with and without Flash. Pages just cannot be designed for lowest possible connection speed, however it is good practice to have text only alternative for technically challenged. Anyway, technique must be selected by content and users.

For those of us with dyslexia, visual handicaps, or merely old eyes, we
can set our browsers to use the fonts and font-sizes we want instead of
those chosen by Web page authors. But this generally works only for
"Html text". I tested the page in question, and it does not work for
text embedded in Flash.
With appropriate HTML and CSS, the page in question could have been
created without Flash and still have the same rendering. It would then
have the added option to be rendered with fonts and font-sizes suitable
for the visitor's eyes.
Flash did not really add any value to the cited page.

Not necessarily. Also html text can have fixed size.

Most browsers, like IE8 and Opera, have zoom and it works with flash too. Using zoom will not mess up the layout by for example hiding elements that will not fit into table cells (or layers).

The page in question is a bad example, not because of Flash but because of bad design. Using textured background for example is usually better way to destroy legibility than smallish type size.

No but very often Flash is blamed when the page is just badly designed. You have probably visited pages with flash elements without even noticing it.
