The files in the tar file go into the doc, ftdetect ftplugin, plugin and
syntax subdirectories of your ~/.vim directory. You mentioned "the
plugin directory". I'm assuming you meant ~/.vim/plugin. You should
not be installing any files into any subdirectories of $VIMRUNTIME as
you will likely lose those files when you upgrade vim.
The usual procedure is to cd to your ~/.vim directory and execute tar
there. E.g.,
tar xf XPTemplate.tar
