I have a project in which a neural network might be
useful. I've studied neural nets academically, but
no programming experience.

Are there any development tools available? Editors,
simulators, compilers? Or is each project programmed
from scratch?

I would probably use C - are there more suitable languages?

There are heaps of NN systems for free or nominal cost, or expensive.

Richard Heath would probably say to read the FAQ.

JNNS would give you all the possibles. So would R (visit CRAN). It
depends on whether you have any practical skills, given that you have
"studied NNs academically".

I had success with Don Tveter's NN system a while back (lots of flexibility).

This http://www.sharktime.com/us_SharkyNeuralNetwork.html was mentioned
in this newsgroup a couple of weeks back. I expect it's fairly basic, but user
friendly. Why not try it and give feedback here.

Tomasso.

well, I know about multilayer networks and synaptic
weights and all that... I haven't worked any projects, yet.

JNNS is the successor to Stuttgart Neural Net Simulator (SNNS)
R is an open source modelling environment (almost same as S-PLUS) with a huge library of
packages including many kinds of NNs.
Tveter is Tveter.

I suggest you use google and find them yourself.

If you want to write your own code, that's your decision.

T.
