Hi ,
I need to ask a question regarding research papers.
If one decides to write a paper then how does one come to know whether
that sort of thing has already been published or not ??

A web search with Google is a good start.

That's the whole idea of initiating a research, it is called:
"background (re-)search" or "bibliography (re-)search".
Try to search Conferences, Groups, Laboratories, and People in the
field. They will lead you to papers.
Try to search with keywords in Google or specialized Scientific paper
indexers, such as SiteSeer.
