It seems that CHOCO Java, open source constraint solver in Java is not
on sourceforge any more. Googling doesn't bring any results
Is CHOCO Java going commercial? Or underground?

If you're interested in CHOCO, you may also want to check out jOpt on
sourceforge. It is very similar (Java-based constraint satisfaction
solver) and quite powerful. Let me know if you have any questions
about it (I'm one of the project admins).

I have one question. What kind of global constraints does JOpt
provide?
I skimmed your web page but could not find clear information about
any global constraints.

Check out the jopt.csp.spi.arcalgorithm.constraint.num.global package
in the CSP SPI javadocs (http://jopt.sourceforge.net/javadocs/spi/)
for the "global" constraints currently supported by jOpt.
