Is it possible to find a scanner for films for under $400?

Hello. I am trying to help one of my users find a scanner he can
afford. Here is the set of note(s) he sent me, most frequent at the
top (when I asked him for a price range he told me under 400):

The only looking I did was on Cnet.com, which recommended a couple of
the Epson Perfection series scanners - 2400 and 2450. I don't know how
well anyone has found those for scanning films.
