Which VGA Card is best for graphical programs (such as Photoshop) and
games (Max. 40 $)?

The best is Nvidia family of cards for all purpose use
may it be games or grphics
I would recommend a Geforce 4 Ti 4200 card.
But If u can afford an expensive one then go for the ATI radeon 9800

I would have to agree, but any video card capable of 1024x768 at 32bpp
/ 85Hz should be fine for Photoshop. A Geforce 4 Ti-4200 should be
plenty for games, assuming you've got a good machine, but I'll agree
with the fact that if you've got the money, spring for an ATI Radeon
9800.
