A small oversight:

years to work out what to do with it???

This is a bit of a misconception and not completely true.
IBM knew exactly what to do with it. They did the same thing Informix did with it.
They left it alone and let it run on its own as a profit center. NDAs prohibit me from disclosing more, but I can say that it was a profit center because it brought in more revenue than it cost to maintain.
While it didn't make sense for either IBM or Informix to invest in the U2 technology, it made sense to let it run for as long as it could and generate profits while it was not a distraction. Until you can offer a viable alternative, like spinning off the business or selling it outright, just let it run...
