You don't state which platform you are using, but Allatuq was part of
the Inuktitut Utilities which Michael Everson developed for MacOS 7.
They are available here:

If you're on a Wintel or linux box, though, this probably won't do you
much good unless you have tools for font conversion which can handle
Macintosh archive formats.
