ATT more than doubles per-minute ISDN rate in California

Am I the only user left out on the fringes of cyberspace with no
option for flat-rate ISDN or anything better? I just received my bill
for April, and it looks like they have removed the extra charge for
the first minute of each "call", but multiplied the per-minute rate
for all usage by about 2.3x.

There is not a word of explanation, just much bigger numbers in the
"charges" column. The online bill provides a link to "Tariff
information" supposedly at <www.att.com/public_affairs>, but that link
sends you to <http://spe.atdmt.com/images/pixel.gif> which is
apparently one of those "invisible pixel" tracking pages.

<http://cpr.bellsouth.com/index.html> gets you to "AT&T Service
Publications", but the only two data items that appear in any of the
California categories are:

Trying to access any "Approved Filings" takes you to
<.http://cpr.bellsouth.com/pdf/ca/cafiling.htm> which is
"unavailable".

Searching the general web, I find a major public uprising about ISDN
rate increases - twelve years ago. Not a single hit applicable to
2008. The rate change happened on 1 April, so somebody should have
seen it on their bill by 8 April. Certainly enough time for Google to
find it, if any response had reached the web. Oh, well...

Loren, I appreciate learning about this. I never received notice
either. I initiated a call during mid-April that lasted about 20
minutes. I haven't received my bill yet. I'm not looking forward to
this!
