I'm fairly new to ISDN signaling. Could someone tell me what I'm
missing when I send the RESTART?

You need a CHAN_ID IE indicating the channel/interface that you want to
RESTART. You are indicating a "class 6" RESTART indicating a single
interface but aren't specifying what interface.
